About

I am a quantitative environmental policy researcher working as a Postdoctoral Fellow in Climate and Housing at Harvard University’s Joint Center for Housing Studies. In 2024 I earned an Environmental Science and Policy PhD from the University of Miami’s Rosenstiel School of Marine, Atmospheric, and Earth Science. In Miami, I primarily studied flood risk and public policy design for equitable and effective flood risk management in a changing climate. My current work is focused on coastal housing markets’ exposure to sea level rise and Federal policy implications; property insurance markets and regulatory design; Federal disaster program effectiveness; and land use decision making in hazard-prone areas. Secondarily, I study decarbonization policy in the buildings and transportation sectors. Please feel free to reach out at steven_koller@harvard.edu or sfkoller@gmail.com!
